The upcoming Winter School on Federalism and Governance will focus on "Federalism and Multilevel Constitutionalism" and takes place from 3-14 February 2014 in Innsbruck and Bolzano/Bozen. The call for applications for the 2014 edition is open from 3 September till 25 October 2013 (12 pm GMT).

WHAT IS THE WINTER SCHOOL ABOUT?

The Winter School on Federalism and Governance is a postgraduate programme offering a broad range of courses on federalism and governance. It enables students, researchers, post-docs and practitioners to deepen their knowledge in multilevel government and governance, especially from the perspectives of legal and political science.

The 2014 edition will focus on the topic of “Federalism and Multilevel Constitutionalism”. The Winter School 2014 explores, from a multidisciplinary and comparative perspective, how federalism contributes to the understanding of multilevel, integrated decision-making.

Case studies focus mainly on Europe but include also Asia, Africa and the Americas. Officials from the regional and European levels of government explain the practical implications of the compound European constitution for their daily work. Interactive group work sessions analyze its impact on several policy fields such as environmental protection, health care, immigration and the integration of migrants.

The Winter School provides answers by combining high-level expertise, relevant case studies and problem-oriented approaches and experiences.

The Winter School offers in-depth analysis and practical knowledge of problems, solutions and instruments. Special attention will be devoted to the case of the European Union and to several countries and sub-national units in order to explain how they operate in a multilevel, integrated system.

The Winter School 2014 is a unique opportunity for young academics, civil servants and practitioners to be trained on theoretical and practical aspects of federalism and multilevel constitutionalism.

WHO CAN PARTICIPATE?

The Winter School is open to all nationalities and is designed for applicants who wish to develop their knowledge through an interdisciplinary and comparative approach:

- young researchers and academics

- post-docs, postgraduate and undergraduate students

- civil servants from a local, regional or national government

- employees of international organizations or NGOs

Please note that the programme builds on an assumed prior knowledge in the area of “Federalism”.

WHAT TO EXPECT IN INNSBRUCK AND BOLZANO/BOZEN?

This 10-day programme offers all participants an international learning environment. It is carried out over one week in Innsbruck (Austria) and one week in Bolzano/Bozen (Italy) and includes:

- lectures by renowned academics;

- discussions and case studies with experts;

- institutional study visits with politicians;

- two workshops and a publice lecture in Bolzano/Bozen.

The working language of the programme is English.

ACCOMMODATION

The accommodation in Innsbruck and Bolzano/Bozen will be arranged by the Winter School organizers.

Participants will be booked in good, standard guesthouses and in modern student halls of residence in quietly and centrally located areas of town, both in Innsbruck and in Bolzano/Bozen.

FEES

The participation fee for the Winter School on Federalism and Governance 2014 should be paid upon enrolment in December 2013:

Option 1: € 850,00 - includes 13 nights-accommodation in a single room with breakfast.

Option 2: € 650,00 - includes 13 nights-accommodation in a twin room with breakfast.

Both single and twin room accommodations are available on a first-come-first-serve basis upon enrolment.

For participants from Innsbruck or Bolzano/Bozen (requiring only one week accommodation) the participation fee is reduced to 50%.

The participation fee covers: Tuition fee for the programme, accommodation as specified above, materials, guided tours in Innsbruck and Bolzano/Bozen, bus transfer from Innsbruck to Bolzano/Bozen at the end of week 1 (Saturday, 8th February 2014), welcome coffee and welcome dinner, access to the libraries and internet access on both venue sites (i.e. at the Faculty of Political Science, University of Innsbruck and at EURAC Bolzano/Bozen).

Not covered and must therefore be paid by the participants: Meals other than breakfast, travel costs and other expenses not listed above.

SCHOLARSHIPS

The organizers of the Winter School on Federalism and Governance will award a limited number of scholarships. The organizers distinguish between:

- "full scholarship" covering the accommodation costs plus breakfast for 13 nights in Innsbruck and Bolzano/Bozen (twin room) and a contribution towards the participants’ travel expenses (refund after the Winter School).

- "partial scholarship" covering only the accommodation costs in Innsbruck and Bolzano/Bozen (13 nights with breakfast, twin room).

Everyone can apply for scholarship, however, scholarships are limited. The Winter School scholarships will be awarded on merit, preference will be given to students and to participants from overseas.

Please note that holders of these scholarships are requested to pay a participation fee of € 100,00- upon enrolment. The scholarships will be awarded after all applications have been processed by end of November 2013.

Cancellation policy: In case of a cancelation after 12 January 2014, the enrolled participant has to produce a certificate stating the reason of cancellation. Based on the Scientific Committee’s decision, the participant may not be refunded.
