Περιγραφή

The Institute of Public Administration, with the support of the municipality of The Hague, opens two four-year PhD positions. The PhD students will conduct their research within a new research program that is hosted by the Chair of International Governance. Within the research program, the focus is on transgovernmental networks. Transgovernmental networks, of various nature and with various levels of institutionalization, reflect an expanding mode of public governance. These networks increasingly structure the relations between national states and the interface between international organizations and their member states. Two central questions will be addressed within two sub-projects of this research program:

1. As sets of actors, transgovernmental networks play an important role in the shaping of policies of international organizations and national states. The key question in this sub-project is what the role and weight of transgovernmental networks is in the forming and implementing of policies of international organisations and national states.

2. As networks, transgovernmental networks are a venue for national states, i.e. ministries or other governmental bodies, for cross-border deliberations on policy. The key question in this sub-project concerns the internal management and organisation of transgovernmental networks. Both positions comprise the following tasks:

  • Conduct original research on these topics within the framework of the projects;
  • Write a PhD Thesis;
  • Submit research results for publication in peer-reviewed academic journals;
  • Present papers at international conferences;
  • Actively disseminate the research findings to the national and international community of stakeholders located in The Hague;
  • Teach a course in the second, third and fourth year of the appointment;
  • Participate in the PhD seminars organised by the Netherlands Institute of Government.

Requirements

The candidates should have:

  • A Master’s degree in public administration, political science, organizational science, sociology, economics, or another relevant field in the social sciences;
  • A curious, enterprising and creative mind and excellent analytical skills, evidence of which should emerge from the MA thesis;
  • Demonstrable skills in advanced qualitative and/or quantitative methodology (e.g. QCA, network analysis) and be able to work with statistics packages such as SAS, Stata, R, or SPSS;
  • Proficiency to be functionally fluent in Dutch within two years after starting the job;
  • Leiden University requires teaching staff to obtain the University Teaching Qualifications (UTQ).

If the successful applicant does not already posses this qualification or its equivalent, he/she must be willing to obtain this Qualification within two years.

Conditions of employment

The successful candidate will be part of an ambitious and dynamic team of public administration scholars. He or she will initially be appointed for one year (with a trial period of two months). Following a positive evaluation, the contract will be prolonged with four years with the possibility of obtaining a tenured position afterwards based on performance (tenure track).

The PhD salary ranges from € 2.125,- (year 1) and € 2.717, - (year 4) gross per month, based on a full-time appointment, in accordance with the Collective Labour Agreement for Dutch Universities.
